Lee Jongsae is a comedian working in a cheap cabaret but thinks of himself as a genius filmmaker. He accidentally teams up with Moon Dosuk, a barbershop owner who dreams of becoming an actor, and Oh Sunyoung, who wants to escape from her boring life.

Taehung Pictures was a sort of incubator for new filmmakers with its fierce support. New films that had previously been none were created, and they were welcomed as cult movies as time went by although the commercial successes were not gained at the time. One of the good examples is Gagman by Lee Myung-Se. With his unique style, this film was the starting point of his craftsman-like filmography and it is proof of the fact that he deserves a lion's share as the director leading the Korean New Wave. Dosuk, the barber who shows exaggerated acting of action film shouting “Shanghai Park,” Jongsae’s pantomime in the mountain and him coming in a studio shooting are all mixed irregularly blurring the lines of the reality and the fantasy.
