This year's JEONJU Forum was organized in a microscopic direction to provide a direct and immediate response to the current film and video content industry and systems by focusing on the practical aspects.
The Korean film market has experienced difficulties due to the COVID-19 pandemic, including restrictions on cinema operations, temporary suspension of film productions, and changes in domestic and foreign film release schedules. This crisis raises the need for new strategies and innovation for the industry's survival.
In addition, we would like to discuss in depth about the sudden downfall of TV series that was at an all-time peak due to the dramatic expansion of the domestic and global OTT market and the global success of K-drama series, along with the OTA TV series that were extremely reduced in broadcast programming. In today's era, when the boundaries between films and TV series are gradually breaking down, including platforms and production infrastructure, we would like to invite and ask those who are directly active in the frontline of the field about what kind of attitude and method we should take and explore the future of the Korean content industry with practical and realistic discussions.
We hope that these discussions will be an opportunity to find ways to overcome the crisis that can be applied in the film and video content industry.

Session 1.
How Much Could You Trust What You Know about IP(Intellectual Property)
The first discussion is about the importance of IP(Intellectual Property), currently the most popular topic in the Korean contents market, and the direction of designing and developing attractive IP that may captivate the changing public with more effective production methods.
We would like to discuss what may be behind the successful IP development with the film critic LEE Hwajung, the producer of the recent success The Outlaws and the CEO of BA Entertainment, JANG Won-seok, the director of 3YCORP. and producer of the 1-million-view web drama Damn Good Company, LEE Taedong, and the vice president of Raemong Rain, a drama production company that owns several IPs including Reborn Rich, YOON Heekyung. In addition, we would like to discuss expanding and utilizing IP in various fields and seeking directions for coexistence. Together, we will discuss the production methods for consistently creating many works in such dire times, with the investment market crisis and rising production costs, and how to overcome the changing production environment.

AI(Artificial Intelligence) Copyrights and AI Portrait Rights
The second discussion is about AI copyright and portrait rights. Generative AI technology is being used in various industries, including culture and contents, and at the same time, there is controversy over the copyright of works created with AI. We would like to listen to the experts' opinions on various problems that arise during the AI learning process and copyright infringement issues resulting from the use of AI works. HWANG Kyoung Ill, the general manager of IP Law Division at CJ ENM, Professor KIM Inchul from SangMyung University, Department of Intellectual Property, and CHO Youngwook, the producer of Netflix series Sea of Silence, will talk about the various AI products applied to video content. We will also cover topics and controversies in the use of AI video, including examples and problems of ChatGPT used in actual production sites and the use of deepfake, which is an issue for videos images and actors' portrait rights.

Session 3.
Causes and Solutions of the Crisis in the Korean Contents Industry
The third is an in-depth discussion with LEE Dongha, the president of The Producers Guild of Korea, BAE Dae-sik, the secretary general of Korea Drama Production Association, HWANG Jae-Hyeon, CJ CGV Strategic Support Manager, and also PARK Taehoon from WATCHA about the causes of the crisis in the Korean content market and ways to overcome it. Although the global film market is recovering after the pandemic, the Korean film market is still unable to escape the recession. The TV Series and OTT markets, which were once booming, are also continuously recording losses. We would like to look at the causes of the overall crisis in the Korean content market from various angles in each field. The film, drama, and OTT markets are no longer obstacles to overcome, but it is time to find a way to coexist. Therefore, we'd like to take this opportunity to discuss realistic ways to overcome problems together.

2024 Korean Independent Films Continuous Forum
The fourth forum for discussion is the “2024 Korean Independent Film Continuous Forum”, co-hosted by KIFV, Seoul Independent Film Festival, and regional film networks. Independent films are pioneering the future of cinema as a counterweight between the culture and film industry. However, the government's cultural stance toward it has not been consistent, and the history of conflict and cooperation between independent films and institutions shows this. The discourse on Korean independent films in 2024 is expected to be more stimulated than ever. Well, it has to be. The decrease in support and exclusion has been more extreme than ever, regardless of field, from production to screening.
There is an urgent need to restore solidarity, communication, and networks in Korean films. With this session, we would like to open the door to its beginning.

⑴ What if Film Festivals Disappear: A Speculative Conversation Between Pessimism and Optimism
The film festival is a festival that started inevitably from the path between art and industry. Domestic film festivals have evolved dynamically, reflecting the contemporary times of Korean films. Korean films were once subject to control, but through changes in capital and institutions, they are now on the global stage. What kinds of functions and roles did film festivals play and evolve together in this process? The unprecedented reduction of budget in the film festival was announced last year and has become a reality in 2024. Most film festivals will survive by utilizing original resources. It may not be a smooth journey, but we hope it will also be a way to look back and examine. The cinema and audiences will gladly accompany you on this new path.

⑵ Seeking a Way for Independent Films: Proposing a SHIFT in 2024 Independent Film Policy
The Korean Film Council 2024 has cut the entire budget for animation and local films. The budget for supporting film productions, releasing independent films, and supporting film festivals, has also been significantly reduced. After COVID-19, the need for stabilization and diversification of financial resources emerged due to the stagnation of the film industry and the depletion of the film development fund. However, the current government suddenly announced the abolition of the levy on cinema admission, originally toward the support of the Korean film industry. What role should independent film policy play in seeking a way forward for the film industry, including independent films? We will look into the independent film policy until now and talk about its future transformation for coexistence.

⑶ The Local Ecosystem After the Abolition of the Local Film Policy
Many are talking about a crisis in Korean cinema. The response to the crisis and solutions explored are as frequent as the crisis discussed. In this session, those shaping the ecosystem of local independent cinema raise a question that may seem trivial: Are we on the same ground who talk about a crisis in Korean cinema and those who talk about a regional crisis? Local independent cinema has been self-sustainable due to local filmmakers' heartfelt efforts, who refuse to value regional culture and art only in terms of productivity and evaluation. Local cinema is in a rocky state with a threat of extinction, but the local filmmakers will speak up about local cinema, filmmakers, and the current ecosystem.
(This session will take a roundtable talk format, where local independent filmmakers will share their stories freely.)

Actors Who Must Be Chosen but What They Want to Choose
The fifth discussion is called “Actors Who Must Be Chosen but What They Want to Choose”, where we will talk about the present and future of actors who are living through the crisis of the Korean content market. We invite directors who work closely with actors on site and actors who also engage in various activities other than acting. We’ll be joining with LEE Wonsuk, the director of Killing Romance, actor LEE Juseung, who also directed the short film Mast which received awards at the BUSAN International Short Film Festival and JeonBuk Independent Film Festival, actor LEE Mi-do, who is now drawing attention with her youtube channel Elegant Mi-do, and actor LEE Chae-young, who is playing as a goalie for FC ACTIONISTAR for SBS show Kick A Goal. The panels will talk about the activities they do when they are not actors, the moments when they are waiting for the next work and the new challenges they would like to explore.

The sixth discussion is held under the theme of “Into the World of Contents / Contents, Into the World”, along with artist managements, directors, producers, etc., run by the JEONJU Project Executive Producer TJ PARK, and with the participation of the center leader of SM Entertainment Actor Center, KWON Oh Bum, the director of the TV series Pyramid Game, BAK So Yeon, and the CEO of Studio Take, which produced films such as A Man of Reason and Broker, SONG Daechan.
